Russian Foreign Minister Sergei Lavrov made a rare visit to the European Union, attending a summit in Malta hosted by the Organization for Security and Cooperation in Europe (OSCE).
This marks Lavrov’s first trip to an EU member state since Russia’s full-scale invasion of Ukraine in February 2022. However, his presence highlighted deep divisions and ongoing tensions as European leaders used the forum to strongly denounce Moscow’s actions.
A Divided Room
The summit brought together foreign ministers and representatives from OSCE member states to discuss security challenges across the region. Lavrov’s attendance was met with stark resistance, particularly from Ukrainian Deputy Foreign Minister Andriy Sybiga.
According to Ukraine’s foreign ministry, Sybiga left the hall before Lavrov began his speech, in a clear protest against Russia’s role in the ongoing war. He was not alone; numerous other officials also staged walkouts, underscoring the widespread condemnation of Moscow.
While Lavrov accused the United States of provoking the conflict in Ukraine, his words found little sympathy in the room. Instead, European ministers used the occasion to publicly challenge and reject Russia’s narrative.
Symbolic Acts of Protest

One of the most striking moments came from Czech Foreign Minister Daniel Drake, who chose to read a book titled The Trial of Vladimir Putin during Lavrov’s speech. The title alone sent a pointed message, suggesting accountability for the Kremlin’s actions and drawing attention to potential war crimes committed during the invasion. The symbolic act served as a reminder of Europe’s collective resolve to hold Russia responsible for its aggression.
German Foreign Minister Annalena Baerbock also confronted Lavrov directly, delivering a scathing remark that underscored Europe’s unity against Moscow. “You can fool yourself, but you can’t fool us, the 1.3 billion people in Europe,” she declared, a statement that resonated strongly with the assembled diplomats.
Lavrov’s Defiant Tone
In his address, Lavrov repeated Moscow’s long-standing accusations that Western nations, particularly the United States, were to blame for escalating tensions in Ukraine. He framed Russia’s actions as a defensive response to Western aggression and accused NATO of encroaching on Russian security interests. These arguments, however, have been widely dismissed by the international community as baseless justifications for an unprovoked invasion.
Lavrov’s rhetoric did little to win over the audience in Malta, which largely views Russia as the aggressor in the war that has resulted in thousands of deaths, massive displacement, and widespread destruction in Ukraine.
The OSCE’s Role Amid Conflict
The OSCE summit in Malta came at a critical juncture for European security. Established during the Cold War to foster dialogue and reduce tensions, the organization has struggled to remain effective amid the ongoing war in Ukraine. Russia’s actions have undermined the OSCE’s principles, particularly its commitment to sovereignty and territorial integrity.
Lavrov’s presence at the meeting was a reminder of the diplomatic challenges the OSCE faces in mediating conflicts when one of its key members is widely seen as the primary aggressor. Many European officials have expressed frustration at Russia’s continued participation in the organization while it flouts international norms.
A Display of Unity Against Russia
Despite the tension, the summit served as an opportunity for European leaders to reaffirm their solidarity with Ukraine and their commitment to opposing Russian aggression. The coordinated walkouts and public rebukes highlighted the diplomatic isolation Russia faces in Europe.
By choosing Malta, an EU member known for its neutrality, the OSCE attempted to provide a platform for dialogue. However, the strong reactions from European officials underlined the limits of such engagement while the war continues.
Lavrov’s visit to Malta may have been intended as a diplomatic overture, but it instead confirmed Russia’s isolation and the deep divisions caused by the war in Ukraine.
