Iran’s reported mining move raises stakes in the Strait of Hormuz

Reports that Iran has begun preparations to mine the Strait of Hormuz mark a significant escalation in an already volatile regional conflict, raising the prospect of a direct threat to one of the world’s most important energy corridors.

On 10 March US Central Command said American forces had “eliminated” 16 Iranian mine-laying vessels near the Strait, while President Donald Trump warned that any mines placed there must be removed immediately.

The Strait of Hormuz is not simply another maritime route. According to the International Energy Agency, an average of 20 million barrels a day of crude oil and oil products transited the waterway in 2025, representing about 25% of the world’s seaborne oil trade. The US Energy Information Administration has separately noted that flows through Hormuz accounted for more than one-quarter of total global seaborne oil trade and about one-fifth of global oil and petroleum product consumption. Any sustained disruption would therefore have immediate consequences for oil prices, shipping insurance, and supply chains well beyond the Gulf.

What makes the latest reports particularly serious is the nature of mine warfare itself. Naval mines are a comparatively low-cost weapon, but they can impose disproportionate strategic and economic effects. The US Naval History and Heritage Command identifies three basic categories: drifting mines, moored mines and bottom mines. Moored mines are tethered below the surface, bottom mines rest on the seabed, and drifting mines move with current or tide. Modern mines do not have to explode only on contact. They may also be triggered by magnetic, acoustic, seismic or pressure signatures generated by passing vessels.

That distinction matters. The popular image of a naval mine remains the old spherical contact device with protruding horns, but contemporary mine warfare is more complex. Chatham House’s study on naval mines notes that moored mines are typically tethered to the seabed by an anchor and often detonate on contact, while more advanced influence mines can be laid on the seabed or moored in the water column and fired by a ship’s magnetic, acoustic or pressure signature. In practical terms, that means a vessel may not need physically to strike a mine for an explosion to occur.

For Iran, even a limited mining operation could achieve a substantial deterrent effect. Closing a narrow shipping lane does not necessarily require hundreds of confirmed detonations. The mere credible presence of mines can be enough to make commercial operators suspend movements. Reuters reported on 10 March that the conflict had already created major security concerns in the Strait, where shipping activity had sharply fallen and marine insurance costs had risen. For tanker owners, charterers and insurers, uncertainty can be almost as disruptive as an actual strike.

Mine clearance is also slow and specialised. Mine countermeasures require dedicated vessels, helicopters, autonomous systems and carefully coordinated sweeps. The challenge is multiplied when several types of mines may be present at once. US naval sources note that moored contact mines and bottom influence mines often require different methods of detection and clearance, which can prolong operations considerably. That is why even a relatively modest mining effort in a confined and commercially vital waterway can impose delays out of all proportion to the cost of deployment.

Current reporting suggests Washington is attempting to prevent exactly that scenario from taking shape. Reuters said US intelligence had indications that Iran had begun deploying mines, and that US forces then struck the vessels believed to be involved. Other reports on 11 March likewise said Washington had destroyed 16 Iranian mine-laying vessels after Tehran threatened to block oil exports through the Strait.

Even so, the strategic signal is clear. Mining the Strait of Hormuz would move the crisis from rhetoric about energy coercion to the practical creation of an energy shock. The waterway’s geography, the limited alternatives for Gulf exporters, and the technical difficulty of mine clearance mean that any confirmed deployment would reverberate immediately through oil markets and maritime trade. Whether Iran has actually succeeded in laying mines on a meaningful scale remains contested in public reporting. But the fact that the United States says it is already striking suspected mine-laying vessels indicates that Hormuz is no longer merely a theoretical flashpoint. It has become an active front in the wider confrontation.
